Leader’s General Policies on the Environment Announced

Iran’s Supreme Leader has issued a directive to the heads of all three branches of government outlining major environmental policies for Iran. This directive is unique in its kind as it comes from an authority who holds both political and spiritual leadership of this ancient nation. All people concerned about Iran’s environmental problems as well as civil society groups have welcomed this move and are hoping that it will lead to a stronger stance on environmental considerations in the country’s national development planning.

In the name of God, the Merciful, the Compassionate

Integrated, harmonious and systematic management of natural resources (such as air, water, soil & biodiversity), based on capacity and sustainability of the ecosystem, especially through building legal and structural capacities and involving local communities.

Creation of an integrated national environmental system.

Improving environmental conditions for the people so that they enjoy a healthy environment, while the rights of future generations are respected.

Prevention of dissemination of all (illegal) pollutants, criminalization of damage to the environment, and effective preventive punitive measures to combat polluters and destroyers of the environment and to enact strict requirements for restitution.

Continuous monitoring and control of sources and causes of air, water, soil, and acoustic pollutions, harmful radiation, and detrimental climate change and making it a legal obligation to take into account environmental standards and indicators in enacting laws and rules and in  development and land use plans.

Creating Ecological Atlases of Iran and conservation, restoration, improvement and development of renewable natural resources (such as seas, lakes, rivers, dam reservoirs, wetlands, underground water, forests, soil, rangelands, biodiversity, especially wildlife) & placement of legal restrictions on the use of these resources in line with their ecological capacity (carrying and renewing capacities), based on sustainability indicators, management of vulnerable ecosystems (such as National Parks & National Natural Monuments) and conservation of genetic resources and improvement of all these to international standards.

Management of climate change and countering environmental threats such as desertification, dust storms (especially of particulates), droughts and carriers of infectious agents, and radioactivity; and promotion of foresight and knowledge of new environmental phenomena and ways of managing them.

Development of Green Economy emphasizing:

low-carbon industries, clean energies, healthy and organic agriculture, and waste-management by drawing on available economic, social, natural and environmental capacities and capabilities;

Improvement of production paradigm in different economic and social sectors and optimization of the usage of water, food, other resources and materials, and energy (especially through promotion of environmentally friendly fuels);

Development of green, non-fossil-fuel public transportation systems such as electric trains, and enhancing public transportation especially in mega-cities

Balancing underground water and preserving its quality by way of watershed and aquifer management and taking measures to reduce underground water usage, water evaporation and seepage of pollutants into aquifers.

Implementation of environmental auditing systems and taking into consideration the environmental costs (pollution, destruction & restoration) in national accounts

Support & incentives for environmentally-friendly investments and technologies, using suitable tools such as green taxes.

Drafting of an environmental code of ethics, and promoting and institutionalizing environmental culture and ethics based on constructive Iranian-Islamic values and principles.

Promotion of scientific research & utilization of new environmental technologies and indigenous experiences and knowledge on ways and means of keeping the balance in ecosystems, prevention of pollution and environmental degradation.

Raising public environmental awareness, knowledge and understanding, and strengthening the religious culture & knowledge of participation & responsibility (especially through the principle of enjoining good and forbidding wrong) in the conservation of environment by all walks of life in society.

Improving Environmental Diplomacy through:

setting up regional organizations in order to fight dust storms and water pollution;

increasing purposeful and effective bilateral, multi-lateral, regional and international cooperation on environmental issues;

effective seizing of international opportunities & incentives for low-carbon economy, and facilitating technology transfers, development and innovation in that area.
